Job Responsibilities

The Responsibilities of the Information Technology Director I:

Under limited supervision, directs the comprehensive information technology operations of the SCFC's Technology Division including system and network administration; system security; assessment of user needs; spatial and tabular database development; integration and management; technical standards development; user support and telecommunications. Coordinates technology initiatives of the Technology Division with other agency divisions and executive management to further the agency mission. Supervises information technology, telecommunications and Geographic Information Systems (GIS) staff.

  • Manage staffing, resource and budgeting requirements to support IT operations for the agency. Develop and manage division budgets, budget requests, long range technology plans and annual IT plans. Manage complex projects and technology acquisitions to support agency needs. Supervise daily operations and direct staff work assignments. Assess staff training and development needs and ensures the EPMS is used as a continuous communication tool. Represents the SCFC on various agency and state technology committees, task forces, and planning groups.

  • Direct the management, implementation, and security of desktop and server hardware/software, network and telecommunications infrastructure. Ensure inventories of all IT assets are maintained according to state and agency requirements. Develop technology standards, guidelines and procedures to provide maximum availability of agency IT infrastructure and resolution of problems.

  • Manage agency applications and access to agency data. Supervise and manage the development of applications to support internal and external operations. Establish web-based tools for data access, analysis and reporting. Develop software tools for administrative services to support agency operations. Plan and acquire funding for projects to enhance the quality and usefulness of GIS products at the SCFC.

  • Identify and recommend new technology solutions to improve efficiency and provide cost savings. Analyze the existing agency IT and telecommunications environment, research emerging technologies and assess the effectiveness of implementing new technology. Provide executive briefings and recommendations regarding strategic technology initiatives to executive management to improve the agency's IT efficiency and effectiveness.

  • Work with SCFC Information Security Officer to document all aspects of agency IT infrastructure. Develop plans to implement security recommendations. Provide reports to executive staff outlining IT deficiencies, compliance needs and corrective action plans to improve compliance.

  • Performs additional duties as required in support of the SC Forestry Commission's mission and directives.

Minimum and Additional Requirements

  • A bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics, management information science or a related field and eight (8) years' relevant program experience in telecommunications, data processing and/or information technology to include professional, managerial/supervisory experience.
  • A criminal background check is required.

Preferred Qualifications

  • Project Management certification.

Additional Comments

  • Position is located in an office environment. Must be able to remain sedentary for extended periods of time. Must be able to lift 25 lbs., bend and squat to connect equipment.
  • Work schedule is Monday-Friday, 8:30am to 5:00 pm. May require overnight travel. Requires on call after hours to support the agency's mission critical operations in wildfire suppression and all hazard emergency responses.
  • Knowledge of information systems operations, planning, management and security. Ability to direct comprehensive IT support and establish technology standards, priorities and objectives. Ability to plan and supervise short and long-range IT and telecommunications initiatives. Knowledge of relational database development, management and delivery. Ability to plan, organize, direct and review the work of technical personnel. Ability to provide guidance to senior-level staff. Ability to establish and maintain effective working relationships with others. Knowledge of the state IT standards, needs and priorities. Experience setting priorities and managing projects budgets and technology resources.
  • Limited supervision. This position has broad range of independence and discretion in directing agency-wide IT operations, priorities and strategic initiatives.
  • This position is designated as essential.
