Position Description: The Project Manager is assigned the management of a specific project and the work performed under assigned , including process management, change management, document management, and contract management. Tasks performed by the Project Manager include:

  1. Performs day-to-day management of the project, identifies issues and risks, and recommends possible issue and risk mitigation strategies associated with the project
  2. Acts as a facilitator between a State agency and an IT contractor. Is responsible for ensuring that work performed s within scope, consistent with requirements, and delivered on time and on budget. Identifies critical paths, tasks, dates, testing, and acceptance criteria
  3. Provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels)
  4. Monitors issues and provides resolutions for up-to-date status reports. Demonstrates excellent writing and oral communication skills
  5. Lead and manage projects and/or teams using Agile methodologies, emphasizing flexibility, collaboration, and iterative development within budget and in-scope completion of critical projects and deliverables
  6. Monitor team progress and ensure project success, providing guidance to team members within the Agile framework
  7. Utilize Agile tools and metrics to track and manage sprint and project progress, including dependencies. Escalate and resolve cross-functional issues to ensure projects remain on schedule
  8. Adapt strategies and approaches based on evolving project needs and changes
  9. Maintain clear documentation and daily reporting on team and project progress and activities. Ensures to address and share concerns and/or issues on a regular, efficient basis
  10. Produce and submit regular and on-demand reports to the PMO Director, leadership, stakeholders, and federal partners
  11. Track and manage team capacity, deliverables using tools such as JIRA and VersionOne
  12. Coordinate dependencies and remove blockers that may impede team progress
  13. Align sprint goals with overall project milestones by coordinating across multiple Agile and technical teams within the program
  14. Provide support for PMO-related tasks, including scope definition, deliverable review and reporting, and compliance assurance
  15. Proactively communicate and monitor project risks, developing mitigation strategies to ensure awareness
  16. Support the development and enforcement of change control process gaps, recommending solutions, and implementing Agile best practices across teams

Education: This position requires a degree from an accredited college or university with a major in Engineering, Computer Science, Information Systems, Business, or other related discipline

Note: A Master's degree or Project Management Professional (PMP) certification is highly desirable. Prior experience supporting Maryland Benefits is also beneficial

General Experience: The proposed candidate will have a strong understanding of the Agile development lifecycle, encompassing backlog grooming, sprint planning, release management, and retrospectives. Experience with Agile Scrum, SAFe methodology, and tools such as VersionOne and Jira for tracking agile epics, features, user stories, capacity, product lifecycle, and release management is essential

Required attributes also include the ability to foster teamwork, facilitate discussions, and produce and manage detailed reporting for both internal and external stakeholders. The candidate must demonstrate a proven ability to manage multiple projects and deliver executive-level reports

PMP certification and experience working with state government projects are preferred. The ability to establish and maintain standardized reporting templates and team planning documents for consistent program documentation, as well as the comfort navigating and aligning with State or Federal reporting requirements, are also highly valued

Specialized Experience: The proposed candidates should possess a minimum of five years' experience managing IT projects, including leadership roles in at least three successful projects delivered on time and within budget. A strong understanding of Agile frameworks like Scrum or SAFe is highly desirable

Key qualifications include strong project management skills, leadership abilities, effective communication, and the capacity to identify and resolve issues while adapting to changing circumstances. Significant experience collaborating with cross-functional teams, product owners, and stakeholders is essential

Preferred qualifications include a technical background and experience in Java and cloud-based web application development projects. Functional experience with local or government projects in Child Support, Integrated Eligibility, Child Welfare, Adult Protective Services, Juvenile Justice, or Health and Human Services is also preferred
