Overview
GovCIO is currently hiring for a Senior Business Systems Analyst who will provide business and systems analysis and team lead support as part of an agile scrum team on a DC area Government contract. This position is located in Washington DC area, and will be mostly remote with some intermittent trips to the client site in Washington, DC. Someone living in the the Washinton DC area is highly preferred.
Responsibilities
The Senior Analyst is responsible for coordinating with both business and technology teams to identify and define system requirements. This role provides technical and functional expertise to support existing systems, ensuring alignment with organizational objectives. The Senior Analyst must possess a solid understanding of data structures, business processes, and workflows, with demonstrated experience working alongside Government Product Owners.
Key responsibilities include creating mockups to clarify requirements, supporting Agile methodologies, and preparing system software documentation such as Requirements Documents and Requirements Traceability Matrices (RTMs). The Senior Analyst assists the Program Manager with scrum board and user story management, documents and manages User Acceptance Testing (UAT) plans, and contributes to ongoing process improvement initiatives.
Qualifications include experience in business analysis, system documentation, and process improvement activities. Familiarity with Dynamics is helpful but not required. Candidates should have strong communication skills and the ability to work collaboratively across teams in a fast-paced environment.
Analyzes business and technical processes to formulate and develop new and modified business information processing systems. Experience writing user stories and Acceptance Criteria. Preparing for and leading grooming sessions.
Provide guidance to the team on best practices for user stories and Acceptance criteria, mentoring team members on grooming, and leading the grooming process.
Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization. Work directly with analysts and testers on the other integrated systems. Help make decisions on priorities and critical items to be worked.
Documents product/service requirements and develop test procedures to ensure user requests are carried out. Requirements Documentation, RTMs, and UAT scenarios. Producing workflows and draft mockups. Help make decisions on when Acceptance Criteria needs to be updated and when Criteria is met.
Interacts with testing requirements to ensure traceability and test coverage. Support regression testing. Perform Functional Testing to ensure that user stories as developed are ready for demo and meet Acceptance Criteria.
Requires general-logic knowledge of system capabilities without necessarily the ability to program. Act as main point of contact for assigned change requests.
Support sprint demos and participate in agile ceremonies. Assist Program Manager in monitoring the scrum boards to ensure that user stories are properly entered, are scheduled for the correct scrum board.
Act as lead on the scrum board(s), coordinating with the product owner and development team as needed. Serve as backup scrum master as needed on other scrum boards.
Ability to handle competing priorities.
Qualifications
Bachelors with 8+ years (or commensurate experience)
Required Skills and Experience:
Well versed in Agile software development methodology
Experience in writing user stories and Acceptance Criteria in an Agile environment
Prepare, facilitate, and demonstrate work during Sprint demos
Team lead and/or scrum master experience
Requirements and SDLC documentation experience
Experience meeting with end users to explicit business requirements
Experience facilitating meeting
Experience gathering business requirements and creating workflows in Visio or similar tool
Experience creating screen mockups
Experience performing functional and system testing
Experience in writing and running SQL queries
Data analysis experience including the development of management reports and support the development of dash boards and analytics as needed.
Clearance Required: Must be able to acquire and maintain PBGC Public Trust
Preferred Skills and Experience:
- MS Dynamics or similar CRM product

USD $95,000.00 - USD $130,000.00 /Yr.

Posted Pay Range
