Under general direction provided by the CSPS Functional Business Manager, the California State University (CSU) Business Analyst is responsible for performing a variety of complex analytical and IT support activities in the areas of business process analysis, system design analysis, problem resolution, legislative analysis, and consultation. The ITS I will combine complex analysis for business needs with project management tasks, which includes personnel and payroll systems design planning and implementation activities for this highly complex IT project.
The ITS I will be responsible for performing analysis on all functional capabilities specific to the CSU interface design between the CSU centralized system and the SCO future solution. They will be responsible for participating in the design, development, configuration, testing and implementation of the interface of core HR/payroll functionality needed for the CSU. There are 23 campuses and the Chancellors Office that make up the CSU system. The ITS I will be responsible for ensuring the interface design between campuses is successful.
Duties Performed: (Candidates must perform the following functions with or without reasonable accommodations.)
- Provide expert advice on system functionality to contractors and make decisions on issues that arise.
- Ensure requirements traceability and manage requirements change control activities to ensure that technical solutions satisfy the business needs.
- Conduct analysis of changes to business processes and define requirements and business rules.
- Collaborate with business and other technical staff to identify appropriate strategies and implementation plans to meet business objectives and system development.
- Define and design software solutions using specification development industry standards and methodologies.
- Develop and maintain software documentation for each phase of the SDLC.
- Conduct fit gap analysis to identify any impacts to requirements as a result of legislative change specific to CSU as well as unanticipated business needs exposed during design, development, configuration, testing, and implementation of the future solution.
- Serve as a CSU subject matter expert in the identification, development, and documentation of test scenarios and test scripts with expected outcomes using the projects requirements management tool (IBM DOORS).
- Participate in all test phases, identifying and documenting defects, working with the system integrator to resolve and re-test until the solution is working as required.
- Recommend, plan and assist in the development of campus wide policies, procedures and processes for the future solution.
- Collaborate with other work streams' technical and non-technical team members (state and contractor) in interface specification development and testing.
- Report specification development and testing, assisting the Organizational Change Management (OCM) Team in garnering stakeholder acceptance, conversion mapping and testing.
- Provide input into the development of training materials as well as providing post implementation support.
- Plan and prioritize tasks by creating and maintaining schedules using tools such as Microsoft Project and SharePoint.
- Recognize the different priorities' workloads, adapting to changes, producing work progress or status information as required.
- Represent the CSU on various functional and technical focus groups and task forces to facilitate change and business improvements to support the states personnel and payroll project goals and objectives.
- Document lessons learned, evaluating, monitoring, and ensuring compliance with laws, regulations, policies, standards or procedures.
