The IT Director serves as the organization's senior technology leader, responsible for developing and executing a comprehensive technology strategy that supports operational excellence, infrastructure modernization, cybersecurity, business continuity, and long-term organizational growth.

This highly visible leadership role oversees all aspects of information technology, including infrastructure, networking, cybersecurity, enterprise applications, cloud services, GIS, SCADA, telecommunications, data management, and digital transformation initiatives. The IT Director partners closely with executive leadership and operational stakeholders to align technology investments with organizational priorities while ensuring reliable, secure, scalable, and cost-effective technology solutions.

The ideal candidate is a collaborative, customer-focused, and forward-thinking technology executive with experience leading complex IT environments, building high-performing teams, driving modernization initiatives, and translating technical capabilities into meaningful business outcomes.

Strategic Technology Leadership
  • Develop and execute a long-term technology vision aligned with organizational goals and growth initiatives.
  • Serve as a trusted advisor to executive leadership on technology strategy, investments, cybersecurity, risk, and emerging technologies.
  • Lead enterprise technology planning, governance, modernization, and digital transformation efforts.
  • Identify opportunities to improve operational efficiency, customer experience, service delivery, and organizational performance through technology.
  • Establish technology standards, policies, and best practices that support scalability, security, and innovation.
IT Operations & Infrastructure
  • Provide leadership and oversight for all technology operations, including infrastructure, networking, cloud services, enterprise applications, GIS, SCADA, telecommunications, and end-user support.
  • Ensure the availability, reliability, performance, and security of mission-critical systems and technology services.
  • Develop service delivery standards, performance metrics, and continuous improvement initiatives.
  • Lead disaster recovery, business continuity, and incident response planning efforts.
  • Foster a culture of exceptional customer service and responsiveness throughout the technology organization.
Cybersecurity & Risk Management
  • Lead enterprise cybersecurity strategy and oversee the protection of systems, networks, applications, and data.
  • Identify, assess, and mitigate technology-related risks.
  • Ensure compliance with applicable security, privacy, regulatory, and governance requirements.
  • Oversee cybersecurity assessments, audits, vulnerability management, and incident response activities.
  • Promote security awareness and cybersecurity best practices across the organization.
Technology Innovation & Modernization
  • Develop and maintain technology roadmaps supporting future growth and operational priorities.
  • Evaluate and implement emerging technologies, software platforms, cloud solutions, and infrastructure improvements.
  • Lead major technology initiatives from planning through implementation and adoption.
  • Oversee enterprise architecture, systems integration, cloud strategy, and data governance initiatives.
  • Champion innovation and continuous improvement across all areas of technology.
  • Develop and manage annual operating and capital technology budgets.
  • Optimize technology investments while maintaining high levels of service and reliability.
  • Oversee vendor relationships, technology contracts, procurement activities, and licensing agreements.
  • Ensure responsible stewardship of organizational resources and technology assets.
Leadership & Team Development
  • Build, mentor, and lead a high-performing technology organization.
  • Establish clear goals, accountability measures, and professional development opportunities.
  • Foster a culture of collaboration, innovation, continuous learning, and operational excellence.
  • Support workforce planning, recruitment, retention, succession planning, and employee engagement initiatives.
  • Empower team members to contribute, innovate, and grow professionally.
Stakeholder Engagement & Communication
  • Build strong partnerships with executive leadership, operational departments, vendors, consultants, and external stakeholders.
  • Translate complex technical concepts into practical business recommendations.
  • Communicate technology strategy, project status, risks, and opportunities to both technical and non-technical audiences.
  • Collaborate across departments to understand business needs and develop effective technology solutions.
Qualifications Education
  • Bachelor's degree in Information Technology, Computer Science, Information Systems, Engineering, Business Administration, Public Administration, or a related field required.
  • Master's degree preferred.
Experience
  • Seven (7)+ years of progressively responsible information technology experience.
  • Significant leadership experience managing complex technology environments.
  • Demonstrated success leading infrastructure, cybersecurity, cloud computing, enterprise applications, and technology modernization initiatives.
  • Experience managing technology budgets, capital projects, vendor relationships, and strategic technology investments.
  • Proven ability to build and develop high-performing teams.
  • Experience supporting multi-site, highly regulated, mission-critical, or public-sector environments is highly desirable.
Preferred Certifications
  • Project Management Professional (PMP)
  • CISSP
  • CISM
  • ITIL
  • Microsoft, AWS, Azure, Cisco, or other relevant technology certifications
