JOB SUMMARY

This position is located in the Office of the Information Technology (IT), within the District Department of Motor Vehicles (DMV). The Office of Information Technology is responsible for exercising broad authority to manage, determine and implement the agency's information and new IT initiative and management improvement program goals and objectives.

The incumbent is responsible for providing agency-level technical guidance and management of DMV's IT assets and infrastructure support systems.

DUTIES AND RESPONSIBILITIES

Coordinates IT initiatives of business unit managers into a cohesive IT plan for the agency. The business units rely on incumbent's expertise for independent performance and judgment of work to be accomplished. Discusses policy related matters with the Director and recommends significant changes in IT program activities. Directs the selection, installation and maintenance of computer systems software and hardware for all agency-computing platforms. Analyzes operating systems, operating systems software and utilities supplies by the hardware manufacture and/or other vendors to determine optimum configuration for the installation and impact on existing systems, systems design, programming, testing and operating procedures.

Oversees data administration and develops technical architecture for all platforms, ensuring documented processes align agency to District IT standards. Defines and supports the logistical and physical infrastructure of all agency database platforms. Conducts quality assurance reviews to ensure effectiveness of information systems in relation to systems software utilization. Ensures proper mainframe, security, and network operations for the agency.

QUALIFICATIONS AND EDUCATION

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. Or Individuals must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  2. Customer Service - Works with clients and customers.

  3. Oral Communication - Expresses information to individuals or groups effectively.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

WORKING CONDITIONS/ENVIRONMENT

The work is performed in a normal office setting. The work is primarily sedentary, however, there may be walking or standing.

Tour of Duty: Monday - Friday, 8:00 a.m. - 4:30 p.m.

Pay Plan, Series, and Grade: MS-2210-16

Promotion Potential: No known promotion potential.

Collective Bargaining Unit (NON-UNION): This position is not in a collective bargaining unit.

Duration of Appointment: Management Supervisory Service "At-Will." This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Position Designation: This position is designated as Security Sensitive and therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability. This position requires criminal background check, traffic record check (as applicable), and consumer credit check (as applicable).

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
