We are hiring a collaborative and customer-focused Systems Analyst to support, enhance, and optimize the City's Oracle Financial Cloud (OFC) and related enterprise applications while partnering with departments, technical teams, and vendors to deliver effective business solutions. This position will be filled as a Systems Analyst I (A14 $69,298.32 - $107,412.40) or a Systems Analyst II (A17 $80,221.47 - $124,343.28) depending on qualifications and proficiency in key areas. Please note that the listed salaries reflect the minimum and maximum of the pay grade range and not the anticipated starting salary.
The City of Virginia Beach uses Enterprise Resource Planning applications specifically Oracle Financial Cloud (OFC) for Procurement, Accounts Payable, Fixed Assets, Project & Grant Management, and General Ledger to ensure bills are paid on time and for bookkeeping. Additionally, we use Oracle Integration Cloud (OIC) services for all integrations. The Enterprise Core Services team provides technical support for this software involving troubleshooting, configuration, security management and patch coordination.
Job Duties and Responsibilities:
Interact and communicate effectively with end users, City/Department Leadership, process owners, and Department Directors to understand business needs and provide high-quality customer service.
Work with core departments of Finance and Management Services, as well as city staff when needed (including afterhours and weekends as needed), to troubleshoot and resolve application problems for OFC and Budget system for assigned service tickets. Coordinate tickets and solutions with the Managed Services and Vendors as needed.
Work with departments to evaluate their requests and recommend solutions. Configure the systems to meet departmental requirements.
Lead In-depth knowledge functional and technical sessions with subject matter experts on changes needed for the OFC software.
Analyze user requests for new or enhanced system functionality; review existing applications and business processes to define problems, information needs, and improvement opportunities.
Perform requirements gathering and technical analysis associated with application features and software implementation. Systems Analysts work on one or more projects simultaneously within the constraints of scope, quality, time, and cost to deliver specified requirements; conduct detailed analysis of business processes and systems; coordinate activities for multiple projects; create and review project documents and systems design documentation; perform or review cost/benefit studies, feasibility studies, and proposal requests.
Conduct professional detailed analysis of information systems for adaptation to electronic data processing, lead and work on multiple projects and teams, and perform related work as required.
Coordinate and assist in routine software patching of new software releases (quarterly) and bug fixes; communicate with users on a regular basis to inform them of new system features and processes; perform routine reporting administration tasks; perform routine user security maintenance and configuration in the application; represent the Enterprise Core Services team on various departmental and city-wide teams.
Define and develop comprehensive test plans, test scenarios, scripts, and cases; coordinate and conduct functional, integration, and user acceptance testing. Working with automated testing tool to create and update scripts as well.
In addition to the responsibilities listed above, the Systems Analyst will aid in the evaluation of new product lines as requested to provide systems information; participate as directed in the creation of Requests for Proposals as new system needs are identified; provide management with information on progress and prepare status reports to communicate productivity and system status measures; participate in task groups as directed for projects; conduct meetings and make presentations to small and large audiences as directed to communicate information or progress in specific areas.
Serve as a key liaison between end users, process owners, technical teams, and external vendors throughout the full project lifecycle.
Provide business case analysis, feasibility studies, and gap analyses to evaluate system capabilities against business and government accounting requirements.
Develop diagrams, flowcharts, and documentation to support system design, troubleshooting, and knowledge transfer job aids; Document procedures, project plans, issue resolutions, and system support activities in a timely and thorough manner. Document and train on finance processes as dictated by system development changes.
Provide SQL support (including moderate to complex queries) and work with Oracle Reports and Analytics objects (Analysis, Dashboards, BI Reports, Data Models, RTF templates) to support data, reporting, and system needs.
Apply strong problem-solving, customer service, written, and verbal communication skills; meet regularly with management, team members, and end users to identify ways to better leverage system features.
Monitor service request/ticketing processes- meeting department service level agreement.
Ability to follow outlined procedures and proper approval path for any and all changes to the production system.
Additional SA II job responsibilities:
May function as team leader over small- to medium-scale project(s), application(s), and team(s); effectively lead cross-functional teams to implement multiple process and/or system improvement projects on time, within budget, and according to requirements.
Responsible for the support, and evolution of complex applications, systems, or services for a department/agency or enterprise.
Lead project management activities utilizing PMI frameworks or equivalent process improvement methodologies.
Provide in-depth leadership in business analysis standards/best practices and the administration, support, and evolution of complex financial or enterprise applications/systems.
Help serve as a subject matter expert on finance ERP systems and related modules; proactively review current systems and recommend improvements aligned with business and financial needs.
Perform and/or review feasibility studies and cost benefit analysis to provide factual data on new system proposals.
Oversee service request assignments, quarterly patch activities, coordinate production updates/changes, coordinate with vendors for escalations and support and act as gatekeeper for all changes to the financial production environment.
