The City of Chesapeake is seeking a skilled and motivated Systems Analyst II to support various enterprise systems including payroll, timekeeping, and FOIA Management. This key position will serve as the team lead for the HRIS team, providing both technical leadership and project oversight, while also managing staff and ensuring high-quality service delivery for various systems.

The ideal candidate will be hands-on in the implementation, administration and ongoing support of these applications. Responsibilities include working closely with technical teams and business stakeholders to define business processes, gather requirements, and deliver effective system solutions. This position also requires strong project management and supervisory skills, along with a collaborative, customer-focused approach.

Required Qualifications

VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor's degree in computer science or a closely related field.

EXPERIENCE REQUIREMENTS: In addition to satisfying the vocational/education standards, this job class requires a minimum of three years of full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES:

  • Requires a valid driver's license and a driving record that is in compliance with City Driving Standards.
  • As applicable, Information Technology based positions must meet requirements specified in Criminal Justice Information System (CJIS) policy for access to the Virginia Criminal Information Network (VCIN).

SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

Preferred Qualifications

Technical Expertise:

  • Experience supporting Munis or similar HR/Payroll systems
  • Experience with UKG/Kronos or similar timekeeping systems
  • Experience supporting JustFOIA or similar FOIA management software
  • Proficient in writing SQL queries and developing reports using SQL Server Reporting Services (SSRS)
