Salary Range
The starting salary range for this position is $96,996 - $127,391 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $142,589, annualized.
Summary
This position is primarily responsible for the Districts cybersecurity program and serves as the primary backup for the Information Systems Manager in their absence. The position also administers personal computer and server platforms, supports multiple databases, assists with the installation and maintenance of computers, phone systems, and networking equipment, and provides training and support to staff on District software and technology. Strong communication skills and a thorough knowledge of IT systems are required.
Essential Duties and Responsibilities
Cybersecurity and Security Services
Install, maintain, support, and troubleshoot cybersecurity infrastructure, including firewalls, SIEM, antivirus, and core networking systems.
Establish and maintain secure separation between the public broadband network and internal production network in coordination with the Information Systems Manager.
Conduct basic penetration and vulnerability testing, schedule third-party assessments, and work with the IS Manager to remediate detected issues.
Monitor logs, alerts, and network traffic for anomalies, events, and abuse; document and report vulnerabilities and risks; perform investigations as directed.
Policies, Procedures, and Documentation
Develop and maintain technical standards and documentation, including firewall configurations, backups, disaster recovery plans, user management, permissions, and cybersecurity awareness programs.
Assist with compliance activities to maintain passing status for internal and external audits (e.g., PCI, WECC/NERC, insurance, state audits).
Coordinate electronic records management and discovery processes.
IT Support and Collaboration
Maintain working knowledge of the Districts infrastructure, endpoints, software, and services.
Support, assist, and train Information Systems Technicians in day-to-day activities and problem-solving.
Qualifications
Knowledge/Skills/Abilities
In-depth, current knowledge of information technology and cybersecurity with the ability to apply training and experience across multiple IT disciplines.
Excellent written and verbal communication skills; ability to convey technical information clearly to staff, customers, vendors, and contractors.
Strong analytical and troubleshooting skills with attention to detail.
Self-motivated and able to work independently or in a team; demonstrates sound decision-making, prioritization, and workflow management.
Ethical, discreet, and maintains confidentiality; adheres to high standards of conduct and appearance; complies with applicable RCWs, WACs, and District policies.
Ability to learn District-specific systems and stay current with evolving technology.
Experience/Education
Bachelors degree in computer science or related field with two years of relevant experience; or
Associates degree in computer science or comparable technical program with four years of relevant experience; or
Six years of relevant experience in a computer science or IT field.
Preferred/Required Technical Experience
Networking (TCP/IP, VPN, routing) is required.
Corporate firewall configuration and management is required.
Experience with cybersecurity tools (e.g., SIEM, NMAP, antivirus) required.
Linux and Windows operating system administration preferred.
Database and programming experience preferred.
Availability, Physical Demands and Working Conditions
Availability
Regular, consistent on-site attendance is required (approximately 40 hours per week). Evening, weekend, and emergency response availability may be required. Attendance at internal and external meetings is expected.

Work Environment
Work is performed primarily in a professional office environment with occasional attendance at public meetings or off-site locations.
