Business Analyst 3

Our client, a leading Pacific Northwest utility provider committed to public service and environmental stewardship, is seeking a Business Analyst for their Vancouver, Washington location. In this role, you will support commercial business systems and applications by providing system administration, business process support, data analysis, testing, and user support services. Responsibilities include troubleshooting system issues, coordinating system enhancements, supporting data quality and compliance initiatives, developing and maintaining documentation, providing end-user training and support, and collaborating with stakeholders to improve business processes and system functionality.

Pay Range: $60.00 - 62.00/hr., DOE

Location: Remote work eligible! Must reside in WA, OR, ID, or MT with the requirement to be onsite once a quarter in Vancouver, Washington.

Key Responsibilities for Business Analyst 3:

Analyze and support commercial business processes and systems, helping ensure reliable operation of applications that support critical business functions.

Provide end-user support by troubleshooting system issues, answering functionality questions, and coordinating issue resolution with vendors and internal teams.

Administer and maintain commercial business systems, including configuration, validation, user management, and system monitoring activities.

Collaborate with stakeholders and subject matter experts to gather, document, and validate business and functional requirements for system enhancements and process improvements.

Conduct business analysis, process reviews, and data analysis to identify issues, evaluate alternatives, and recommend effective solutions.

Coordinate and support software testing activities, including test planning, execution, user acceptance testing, and validation of system changes and upgrades.

Research, document, and resolve system and process issues while ensuring data quality, accuracy, and compliance requirements are met.

Develop and maintain business documentation including requirements, process maps, test plans, desk procedures, training materials, and user guides.

Create and deliver communications and training materials to support business process changes, system enhancements, and user adoption.

Partner with business, technical, and vendor teams to support successful implementation of new functionality and process improvements.

Facilitate stakeholder discussions, provide recommendations, and support decision-making related to business processes, systems, and operational initiatives.

Monitor industry standards, regulatory developments, and business requirements to identify potential impacts and support ongoing compliance efforts.

Maintain records, documentation, and information in accordance with security, compliance, and information governance requirements.

Requirements for Business Analyst 3:

A degree in Business Administration, Management, Accounting, Computer Science or Math or closely related technical field is preferred.

With an applicable Bachelor degree, 8 years of experience is required

With an applicable Associate degree, 10+ years of experience is required

Without an applicable degree, 12+ years of experience is required

Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.

3 years of experience analyzing and developing business scenarios and use cases and working with stakeholders and developers to support the requirements development process.

1 year experience implementing new policy in the energy/utility industry at a transmission provider.

Experience gaining consensus in large groups with varying interests.

Experience working with NAESB and/or one of its sub-committees.

Experience implementing Federal Energy Regulatory Commission (FERC) Orders in a Transmission Provider's Business Practices in the energy/utility industry.

Proficiency with Microsoft SharePoint.

Experience conducting comprehensive requirements reviews with project stakeholders, development teams, and QA teams.

Demonstrated application of problem-solving skills, with experience in formal Problem-Solving Training.

Demonstrated analytical, modeling, and process management expertise to support the improvement of planning processes.
