Job Description

Our large global manufacturing client is looking for a Lead Technical PMO (TPMO) to join their IT Strategy and Governance team. The organization is experiencing a significant influx of IT demand as the organization works through large-scale enterprise system upgrades and technology modernization. The focus has shifted to optimizing and accelerating delivery of internal technology initiatives. To support this, they are standing up a true IT-focused Technical PMO (TPMO) that will serve as the single point of entry into IT owning both the intake pipeline and end-to-end delivery execution. This Lead TPMO role will build, operate, and mature that model, including intake, prioritization, resource planning, delivery governance, reporting, and continuous improvement.

This person will partner closely with IT leadership and technical teams to ensure initiatives are aligned to IT strategy, executed efficiently, and delivered with clear visibility and accountability. The client is looking for a modern, execution-oriented leader who can ask the right technical questions, translate business needs, and move quickly in an Agile environment. The ideal candidate is AI-native, Jira-forward, and comfortable building and running delivery at scale.

This is a hybrid position, 3-4 days onsite in Wilmington, DE, and the targeted pay rate is from $65-$75/hr.

Key Responsibilities

Establish and operate the IT PMO / Technical PMO, including:

TPMO charter, standards, frameworks, and governance routines

Own the enterprise IT portfolio, providing clear visibility into:

Health and status

Risks and dependencies

Strategic alignment and delivery progress

Own portfolio-level resource planning, including capacity, capability, and demand forecasting

Facilitate governance forums and steercos; document decisions, manage escalations, and ensure follow-through

Partner closely with Enterprise Architecture, Cybersecurity, Data/Privacy, and Responsible AI to embed standards and risk/compliance controls

Define, track, and report KPIs across intake, delivery, and overall TPMO effectiveness

Own TPMO tooling and automation, including:

Jira as the system of record for standard delivery and reporting

Microsoft Power Platform (Power Apps, Power Automate, Power BI)

Build and mentor TPMO capability across intake, project delivery, and portfolio management

Skills and Requirements

Senior IT / Technical PMO leadership experience - around 15 years

Proven ability to stand up and run a TPMO in a fast-moving enterprise environment

Strong experience with Jira, including:

Standard delivery workflows

Portfolio and project reporting

Agile mindset with comfort operating across Agile and hybrid delivery models

Actively uses AI - Copilot / GenAI tools

Strong experience within the Microsoft stack, including Power Platform
