Information Technology (IT) Director

Definition
Under accountability to the Information Technology Committee, to plan, direct, and coordinate the development, implementation, deployment and operation of information systems and technology solutions for county and municipality needs; Prepare and maintain department budget; manage employees; Plan, direct and coordinate daily activities of a department/group/team.

IT has operational responsibility for the county and multiple municipalities' information technology infrastructure, including the law enforcement link network, the voice and video networks, mobile data technologies, the data backbone network, and private and public wireless internet connections. The Information Technology Department has a staff of one Director, (1) Network and (1) Systems Administrator and a Systems Support Analyst.

Supervision Exercised

Provide direct supervision to Network and Systems and Desktop Support Analyst.

Examples of Important and Essential Duties

Direct overall operation of information technology between county and municipal organizations.

Lead in the development of plans and budgets for the county and municipal organizations information technology infrastructure and for the integration of information technology into its research and instructional activities.

Maintain overall responsibility for the county and municipal information technology infrastructure and for the coordination of county and municipal information technology services not under the direct control of the Information Technology department.

Present information technology issues before the Information Technology Committee, including policy proposals, new initiatives and strategic plans.

Advises elected officials and department heads on information technology issues and serves as a resource to the Information Technology Committee with responsibilities in this area.

Plan and direct the daily activities for the Network and Systems Administrator and Systems Support Analyst.

Provide front-line support to users of the network for end-user hardware issues.

Oversee network security issues; ensure that all documentation related to network structure is updated on a daily basis and securely cataloged.

Plan and coordinate activities such as installation and upgrading of hardware and software, programming and systems design, development of computer networks, and implementation of Internet and intranet sites.

Acts as a coordination point for county and municipal organizations and reviews their annual information technology plans.

Use customer resource management utilities to track requests and trouble tickets, analyze service request patterns and develop and implement plans to mitigate issues presented to the Information Technology Department.

Develop and maintain an up-to-date disaster recovery plan.

Other Job Related Duties

Have a strong understanding of both technology and business practices.

Ensure upkeep, maintenance, and security of networks.

Oversee a variety of user services such as the Information Technology help desk, which employees can call with questions or problems.

Provide hardware and software upgrade recommendations based on their experience with an organizations technology.

Perform payroll and accounting functions.

Perform inventory functions.

Perform purchase evaluation, negotiations and authorizations

Report directly to Information Technology Committee, at minimum, on a monthly basis

Other duties as assigned.

Experience and Training Guidelines

Bachelor Degree in any related field or a combination of education and experience is preferred

Demonstrated experience can be substituted (minimum of 5 years of high-level or supervisory experience)

Licensure/Certificate

Possess valid drivers license

Application industry certifications

Special Requirements

Essential duties require the following physical skills and work environment:

Ability to stand, sit, walk, kneel, crouch, stoop, swat, crawl, twist, climb, and lift 50 lbs.; exposure to cold heat, noise, outdoors, vibration, and confined workspaces; exposure mechanical and electrical hazards; ability to travel to different sites; availability for shift work, on-call and standby time.

Must meet age, physical, background and job-related standards as established by the State of Wyoming and Goshen County to ensure the ability to achieve department objectives.
